QLD 주의 박사학위를 공부하고 마치지 않은 이상

석사학위 졸업자에게는 아래와 같이 신청시점에서

1. 현재 자신의 직업군으로 일하고 있는가?
2. 신청시점에서 formal job offer (최소 12개월 Full-time work)가지고 있는가?

라고 묻습니다.

• provide evidence of current full-time employment immediately before applying (minimum 35 hours per week) with a Queensland employer registered in Australia in your nominated occupation (or a closely related occupation); and (QLD 고용주를 위해 주당 최소 35시간 일하고 있는 증빙자료 제출)
• provide evidence of ongoing full-time employment for a minimum of 12 months immediately before applying (minimum 35 hours per week) with a Queensland employer registered in Australia in your nominated occupation (or a closely related occupation). (자신의 직업군으로 12개월간 계속 일할 수 있는 job offer 제공)

졸업하고 이 두가지를 만족하면 되겠지 하지만

실제 이게 쉽지가 않습니다.

그런데 반면에 타스마니아 주의 경우는 다릅니다.

같은 ICT 분야로 공부를 했어도 그 2가지를 묻지 않습니다.

그 만큼 타스마니아주는 사람들이 필요해서 그럴 것 같습니다.

PS 2017년 7월 처음 타스마니아 주정부에서 혜택을 주는 것을 재빨리 공지해 드렸지만 (관련링크 http://hojuemin.com/2017/12/tasmania_advantages/)  얼마나 많은 한국인이 이런 혜택을 받았을지 모르겠습니다. 유료상담을 통해 저에게 요청하는 수많은 분들은 타스마니아에서 공부하신 분들이 아닌 혜택이 턱없이 없는 또는 노미네이션 신청 조건이 상대적으로 힘든 (job offer with same occupation ㅠㅠ) 분들이 다수입니다. 참 안타까운 일이 아닐 수 없어요. 수년째 임시비자를 받고 전전긍긍하는 모습에. 무슨 사정이 있어서 물론 타 지역을 선택했겠지요. 상황이 이러합니다.

Skilled Work Regional (Provisional) visa (subclass 491) – NSW Stream 2

NSW 주정부에서  9 December 2019 발표된 것으로 아래 직업군을 최소 5년 경력을 가지고 있고

• 기술심사 통과
• 영어 최소 IELTS 6.0 x 4
• 최소 전체 점수 55점 (자신의 점수) + 주정부스폰서쉽 10점 = 65점 만족
• EOI 제출

이런 조건에 있는 분들은 491 비자를 위한 nomination 자격 조건을 만족하여 NSW 주정부로부터 지명을 받을 가능성이 있습니다. 2019년 11월 16일 새로운 491 비자가 시작되었고 2020년 1월 부터 NSW주정부의 스폰서쉽을 통해 491 비자를 고려하는 분들은 참고하세요.

안녕하세요.

아래 이미지는 주정부스폰서쉽 (190 영주비자)를 위해서 VIC, TAS, QLD, NT 4개의 주에서 2019년 1월 1일 부터 2019년 9월 7일까지 노미네이션을 발행한 자료입니다. 이 자료에는 주별 전체점수,  영어성적, 직업군, 발행날짜 등의 자료를 가지고 있습니다.

이 자료를 오늘 확보하고 제가 검토를 하니 이런 의사결정을 할 수 있었습니다.

예를들어 이런 내용입니다.

어떤 주에 어떤 직업군이 가장 많은 노미네이션을 발행했는가? (예를들어 RN의 경우 매우 generous 한 주가 있는 반면 어떤 주정부는 아예 발행자체를 하지 않았다는 점입니다. 정말 흥미로운 점이 아닐 수 없습니다. 왜냐하면 아무리 해당 주에 거주를 하더라도 아무리 좋은 점수를 가지고 있더라도 아예 발행자체를 하지 않는다면 이는 마치 낚시대와 고기밥은 있지만 고기가 없는 목욕탕에 낚시하고 있는 모양새 이기 때문입니다)

또한 그 당시 영어 성적과 전체 점수는 얼마를 확보했어야 했는가? (이또한 매우 중요한 정보입니다. 점수가 높으면 높을 수록 좋겠지만 자신의 조건과 여건이 최대 점수가 65점이라면 과연 가능성이 있는지 여부입니다. 이 점을 알고 있다면 희망을 가질지 아니면 다른 방법을 찾아야 할지 의사결정을 할 수 있겠습니다.)

몇가지 정보 공유를 하면 다음과 같습니다.

• 위의 4개 주정부에서 약 9.5개월 동안 발행한 Nomination 숫자 (for 190 비자) 는 정확히 2847건
• 영어성적 IELTS 기준(4과목모두) 으로 8.0, 7.0 그리고 6.0으로 nomination 받은 신청자가 각각 629, 1815 그리고 393명
• 전체점수가 95/90/85/80/75/70/65점까지 정말 다양한데 각각 3/5/58/245/533/970/1012로서 흔히 알고 있는 정보 즉 65점 겨우 턱걸이되어서는 받을 가능성이 없다는 말은 맞지 않는다고 할 수 있겠습니다. 80점 등 높은 점수를 확보한 사람들은 실제 비율로 보면 전체 11% 정도 밖에 안된다는 사실이고 65점은 거의 36%에 해당함.
• 2847건 중에서 VIC/TAS/QLD/NT 주 각각 1150/1058/516/223 이라는 점에서 QLD가 얼마나 상대적으로 어렵게 신청하는지 알 수 있고 반면 타스마니아가 매우 generous함을 볼 수 있겠습니다.
• RN (Registered Nurse)의 경우 VIC주가 677건, QLD 84건, TAS 40건 NT 52 건으로 VIC주가 완전히 domination 하고 있음을 알수 있었고
• Accountant의 경우 TAS 287, QLD 10건 NT가 76건으로 VIC주는 한건도 없었으며 QLD도 가뭄에 콩나고 반면에 TAS 주의 경우가 Accountant로 nomination 된 분들이 다수였는점입니다.

NSW 주정부 노미네이션 491 비자 발표

Subclass 491

NSW Business and Skilled Migration 은 오늘 아래와 같이 NSW 주 491 비자를 위한 노미네이션은 2020년 1월 중순부터 열린다고 발표함.

Applications will open in mid January 2020.

특히, NSW 주정부가 491 비자 노미네이션 처리를 위해서 전부다 관리할 것이며 예전의 489 비자 처럼 각 지역별 지방정부 (NSW에 있는 RDA) 들이 전혀 관여하지 않는다고 발표함.

대신 RDA 위원회는 새로운 기술 고용 스폰서 지방 (임시)비자인 494비자를 위해서 NSW주에 있는 지방 고용주들과 관련 기술을  Regional Certifying Body (RCB) 로서 책임감을 갖고 지원은 계속할 것이라고.

Eligibility (491 비자 신청 기본 조건을 알아 봅니다)

신청의 기본조건

• have a relevant occupation on a skilled occupation list; (직업군 목록에 포함)
• have a suitable skills assessment for the occupation; (기술심사통과)
• satisfy the points test; (점수 확보 최소 65점)
• be under 45 years of age at the time of nomination; (45세미만)
• have Competent English; (IELTS 기준 6.0 x 4)
• submit an Expression of Interest via SkillSelect; (EOI 제출)
• be nominated by a state or territory government agency, and (NSW주로 부터 지명)
• meet public interest criteria including health and character requirements (신체검사 및 신원조회 통과)

Subclass 190 (2020년 1월 부터 시작)

Requirements for state nomination for the Subclass 190 program are also available on the NSW Live & Work in NSW site.

Commencing January 2020, NSW will generally not invite candidates to apply for nomination by NSW for a Skilled Nominated Visa (190) if they are currently residing in another Australian state or territory. (타주에 거주할 경우 NSW 주정부 노미네이션 받을 가능성 없음)

NSW undertakes ‘invitation rounds’ where selected applicants are invited to apply for NSW nomination. There are no set dates on when an invitation round will occur.

The purpose of the NSW skilled visa program is to help drive economic growth, competitiveness and productivity in NSW. Through the 190 program we aim to nominate highly skilled migrants whose occupational skills are needed in NSW.

NSW selects and invites candidates to apply for NSW nomination. Candidates are selected from the Department of Home Affairs SkillSelect database. NSW Department of Industry selects and invites the highest ranking candidates who meet the NSW nomination criteria in eligible occupations on an ongoing basis. Invitations are not guaranteed.

To be considered for NSW selection, candidates must meet minimum eligibility requirements including: (아래 조건을 만족해야 함)

1. Meet NSW occupation requirements. For details, see below under ‘NSW occupation requirements’. (1년 거주 + 1년 경력 조건)
2. Score a minimum of at least 65 points on the Australian Department of Home Affairs points test and meet relevant Commonwealth visa criteria. (최소 65점)
3. Have been selected by NSW and received an invitation to apply for NSW nomination. (주정부로 부터 선택되어야 함)
4. Submit a complete and accurate application for NSW nomination within 14 days of being invited to apply. (노미네이션 신청서 제출)

NSW occupation requirements

Your occupation must be on the NSW 190 Priority Skilled Occupation List (NSW 190 List).

NSW cannot provide an indication of the likelihood of invitation.

All candidates must have had their qualifications assessed as suitable to work in the nominated occupation in Australia. Read about the suitable skills assessment. (기술심사필통과)

Some occupations on the NSW 190 Priority Occupation List (NSW 190 List) are now subject to an additional requirement for nomination by NSW. (직업군에 따라 추가조건)

The additional requirement for these occupations is to be living in NSW, and to have been employed in NSW for at least one year, in the nominated occupation. (해당 직업군으로 1년간 경력 물론 NSW에 거주하면서)

특이하게도 NSW주에서 공부를 했다고 주는 혜택이 없음에 유의; 따라서 유학생들은 NSW 주를 선호할 이유가 이런 면에서 없다고 보여짐.

Study in NSW

The NSW Skilled nominated migration 190 program is highly popular and competitive. The program is run on a ‘selection and invitation’ basis in which NSW selects and invites the highest ranking candidates to apply.

NSW does not currently offer a pathway for NSW graduates through its 190 program due to the very high demand for positions from highly qualified and experienced individuals. (이득이 없음)

The NSW Skilled nominated migration 190 program is just one of a number of visa options for skilled migrants. There are a range of visas offered by the Commonwealth Government Department of Home Affairs. Candidates and employers are encouraged to investigate other migration options on the Home Affairs website at www.homeaffairs.gov.au.

Key steps for candidates (190 비자를 위한 신청절차)

The key steps involved for NSW nomination for a 190 visa are detailed in our how to apply fact sheet or you can review the steps below:

1. Submit an Expression of Interest (EOI) in SkillSelect (EOI 제출)
   Ensure that you meet 190 visa criteria
   Record your details in an EOI in SkillSelect
   Indicate interest for NSW nomination for a 190 visa
   You do not need to contact NSW after submitting your EOI
2. Regularly check your emails to see if you have been invited by NSW. (메일 확인)
   There is no set time-frame to expect an invitation after submitting an EOI. Invitations are not guaranteed.
3. If selected, you will receive an invitation to  apply for NSW nomination by email (주정부로부터 초대장을 받게됨)
4. Recheck your eligibility  (점수 반드시 EOI  제출할 때 점수를 보여줘야 함)
   If you apply, you must be able to demonstrate that you meet the claims that were in your EOI when you were invited

5. Submit an application for NSW nomination and wait for the outcome (노미네이션 신청후 기다리기)
   Candidates must submit an online application within 14 days of receiving the invitation to apply (14일안에 제출)

6. If nominated, you will receive a SkillSelect invitation to apply for the 190 visa (노미네이션 승인되면 EOI 초대 됨) 
7. Apply for the 190 visa to the Department of Home Affairs (비자 신청해야 함. 60일안에)
   Submit a visa application within 60 days of being nominated by NSW
8. The Department of Home Affairs will advise you of the decision on your visa application (연방정부가 비자처리함) 
9. If your visa is granted, commence your two year commitment to live and work in the state (비자 그란트되면 NSW주에 2년간 거주 및 일을 개시함)

이기사의 내용인즉 골드코스트와 같은 도시가 ‘지방’으로 인정이 되었는데 어떻게 작은 타운의 고용주들이 (외노자를) 고용할 기회가 있을 수 있겠느냐? 라는 내용입니다.

그것도 그럴 것이 빅토리아주의 한 작은 시골지역, 스완스힐이라는 지역은 인구도 1만 1천명정도밖에 안되고 멜번에서 340km 북서쪽에 자리하고 있으니 그야 말로 완전시골인데 이런 곳에 외노자가 오겠는가 하는 의구심을 낳는 것이지요.

그렇다면 반대로 우리 한국 출신자 분들은 기왕에 공부를 하더라도 또는 491 비자 / 494 비자를 고려를 할 때 이런 완전 시골에 가서 잡을 찾을 수 있다면 (물론 이때 영어가 어느 정도 소통이 되어야 합니다) 그래야 취업이 되겠지요. 좋은 조건에서 취업도 되고 일하면서 호주 삶 (시골의 삶)을 살아 볼 수 있겠다 싶습니다. 사실 대도시에 살면 별로 인간적 만남은 많지만 이런 시골에 살면 진짜 오지 사람들과 정을 나누면서 살 수 있어요. 이것은 대한민국에서도 대도시 보다는 소도시에서 이웃들과 더 가까운 사이가 될 수 있는 것과 같은 이치가 아닐까 싶습니다.

With cities like the Gold Coast declared ‘regional’, small town employers ‘won’t stand a chance’

Jason King’s business needs workers with skills, but it’s a tough job to convince them to move to Swan Hill in regional Victoria.

Until now, he’s been able to offer migrant workers a regional visa, but that competitive advantage over many major centres has now gone.

The local council and employers are frustrated about a Federal Government declaration that anywhere outside of Melbourne, Brisbane and Sydney is now a “regional” area for migration.

That means skilled migrants who come to Australia on regional visas can work in places such as Perth and the Gold Coast, bypassing country towns, and still apply for permanent residency after three years.

“I can’t see how they’re regional at all,” said Jason King.

He manufactures semi-trailers in Swan Hill, a town of 11,000 people located 340 kilometres north-west of Melbourne.

“It will be very hard for us to compete. I think Swan Hill won’t stand a chance, to be honest,” Mr King said.

“We struggle to source skilled labour here. We are so regionally based.”

Mr King said he was definitely looking for welding and fabrication workers — “skilled labour people with auto-electrical and mechanical backgrounds”.

He said the business had tried all sorts of things to attract workers, including a drive-in-drive-out program during the week from towns within a two-hour radius.

“It worked for a while, but it was short-lived because people miss their families or friends,” he said.

Mr King said skilled migrants were vital for his 50-strong workforce, which turns out 100 custom-made semi-trailers a year for clients across the country.

Johnny Versoza is one of two Filipino welders the business has brought to Australia on two-year employer-sponsored regional visas, and the company has more migrant applications in the pipeline.

“It’s really good, I like it,” Mr Versoza said, even though Swan Hill is “quite a bit different” to his home city of Manila.

“If you want to live in quiet place away from traffic and a lot of people, Swan Hill is the place to be.”

But the country life might not be for everyone, and the lure of Australia’s better-known cities, such as Perth and the Gold Coast, was likely to be strong for many prospective skilled migrants, he said.

“Yes, I think so. When I was back in the Philippines I heard a lot about the bigger cities here in Australia, and for me, I think people love to come [to them],” he said.

That’s what worries Swan Hill Rural City Council about the Government’s decision to open up so many of the country’s big cities to regional migration.

Adelaide, Darwin and Hobart have been listed as regional for a while, but Perth, the Gold Coast and some other large urban centres are recent additions.

“It’s going to make it a lot more difficult to convince people to come to what is still outer regional, because migrants tend to want to go to things they’ve heard about and cities that resonate more for them,” said Muriel Scholz, the council’s economic development officer.

The council made a submission to a federal parliamentary inquiry into regional migration.

While Swan Hill is small compared with its metro cousins, its annual economic output is a hefty $2.7 billion, driven by fruit, vegetable and nut production, food processing and industrial manufacturing.

But it needs outside labour as unemployment in Swan Hill is very low at 3.2 per cent — well below the national average.

The council is calling on the Federal Government to provide extra incentives for migrants who choose to settle in outer regional areas — such as Swan Hill — rather than in major cities and the regional centres close to them.

“It would be good to give such migrants a quicker path to permanent residency, so say, instead of waiting three years, make it two,” Ms Scholz said.

Under new regional visas introduced this month, skilled migrants must work in regional areas for three years — up from two years — before they may apply for permanent residency.

The Government is also abandoning the visa which allows immediate permanent residency for skilled migrants sponsored by employers — the visa that Mr Versoza is on.

Mr Versoza said guaranteed residency was a very important factor for him “because when you’ve got permanent residency the government offers to get your family and bring them back here to Australia, and it’s a very good place here”.

‘What’s not to love about the Gold Coast?’

Translator Silvia Martinez and her husband Carlos Pedraza came to Australia from Colombia as skilled migrants 13 years ago.

They did their “regional time” in Adelaide, rather than a smaller country town, before moving on to Brisbane and eventually settling with their two sons in the Gold Coast where Silvia helps migrants access training and work.

“There isn’t much information about smaller country towns,” she said.

“We didn’t know about what sort of industries were there or opportunities. When you think about small towns you don’t think of major job roles in those places.”

She believes there is a danger places like Swan Hill will miss out on migrants “unless they do programs to promote and put out there what’s available”.

“When you think of the Gold Coast, there’s so much to do, [such as] the parks and beach and it’s easier to access medical services in a bigger town,” she said.

“If it was me, I’d definitely choose the Gold Coast.”

Swan Hill council is actively promoting its region to prospective workers with a campaign called Dream Swan Hill.

“We actually have more days of sunshine than the Gold Coast and a wonderful lifestyle,” Ms Scholz said.

But with 48,000 job vacancies outside metro Australia — most of them for skilled workers, according to the Regional Australia Institute — places like Swan Hill could do with an extra hand from government.

Prime Morrison Scott Morrison has said that while “much of the focus is on regional areas … it’s important we have the opportunity for people to go where they are needed”, such as “outside the big city areas including Adelaide, Darwin, Hobart and Newcastle”.

Designated Regional 지역이 확장 되면서

크게 2가지 영향을 주게 됩니다.

1. 호주에서 공부를 2019년 11월 16일 전부터 하고 마쳤거나 또는 현재공부를 하는 유학생들의 Regional points
2. Regional 지역에 거주하는 친인척의 스폰서쉽을 받아 491 비자를 신청하려는 경우

2019년 11월 16일 변경되는 regional 지역의 확장으로 위의 2가지 경우가 소급적용됩니다.

즉, 다시 말해 NSW 주의 월롱공 / 뉴카슬  등에서 공부를 한 유학생의 경우 regional 점수 5점을 추가로 받을 수 있습니다.

또는 이 지역에 거주한 친인척이 있는 경우 regional resident 로서 491 비자의 친인척 스폰서쉽을 위한 거주 자격조건을 만족하게 됩니다.

QLD 주의 경우 491 / 190 비자 nomination 을 위한 3 가지 방법

Before submitting an EOI, please review the BSMQ criteria relevant to your circumstances to confirm eligibility:

• I’m working in Queensland (QLD 에서 일하고 있는 경우)
• I’m offshore  (호주외 지역)
• I’m a Queensland postgraduate alumni )(QLD 석사 / 박사 졸업 한 경우)

Please also carefully check the Queensland Skilled Occupation List to confirm whether your occupation remains on the list: (직업군은 예고 없이 변경 가능함에 유의)

Please do not submit your EOI if you do not meet criteria or if your occupation has been removed from the relevant list as it will not be picked up. (현 직업군 목록에 있는 경우만 EOI 제출해야 함)

Updated EOI’s will not be picked up or considered. You must submit a BRAND NEW EOI from 25 November 2019. No EOIs prior to this date will be considered. (새로운 EOI 를 제출해야 함; 기존의 것에 변경된 EOI는 선택에서 제외될 것임)

11월 25일 오픈했다고 공지를 받고
고객님의 문의가 있어 가 보니 이미 190 비자를 위한 nomination 은 마감 (헐~ 황당하네요 ㅠㅠ)

처음에는 제 눈을 의심했어요 ㅠㅠ
두번째는 now closed 라는 말이 2019년 11월 16일 전에 문구로서 update를 하지 않았나 하면서… 아 그런데 아니네요. 진짜 closed ㅠㅠ

이 뜻은 QLD 주의 경우  2020년 7월 1일 전까지 190 비자는 더 이상 못 받는다 (quota를 다 채웠다?) 로 이해가 됩니다.

단 하루 만에 마감이라 흠…

참 준비된 사람들이 많이 있었음을 새삼 배웁니다. ㅠㅠ
