Step 1: Provisional Skills Assessment (PSA)

Under PSA, TRA verifies the authenticity of your Australian qualification, and that you have had exposure to a range of tasks and duties relevant to your nominated occupation in an Australian workplace.

A successful PSA outcome can be used to apply to DIBP for a Temporary Graduate visa (subclass 485).

You can complete the remaining steps of the JRP on a Bridging Visa A while waiting for a subclass 485 visa.

To be eligible for a PSA you must have:

• held an international student visa to study in Australia
• a qualification relevant to an occupation assessed by TRA, and awarded by a CRICOS RTO as a result of study in Australia (TRA로부터 심사되는 직업군에 해당하는 학력수준일 것 그리고 CRICOS라고 하고 호주교육기관에서 제공하는 학업을 마친 경우; 보통 학생비자를 가지고 공부를 한 경우 해당함)
• evidence of a minimum of 360 hours employment and/or a vocational placement relevant to your qualification and nominated occupation, completed in an Australian workplace within the three years prior to submitting a PSA application.

2.1.2.  Online Application Process (임시기술심사를 위해서 온라인으로 접수할 수 있고 비용지불 가능)

You must complete all mandatory fields and pay the application fee on the online portal. When you have completed the online submission and payment, select the Submit & Print button to submit your application details and print the PSA Summary Page.

2.1.3.  Application documents (필요한 서류들)

For your application to be registered, the following documents must be received by TRA within 30 working days of the date you applied online for a PSA:

• the PSA Summary Page signed by you and your agent if you have representation

• a copy of the biographical identification page and all arrival and departure stamped pages of your current passport

• a current passport‐size photograph

• a copy of all your Australian qualifications relevant to your nominated occupation, and the full academic transcript of results including the commencement and completion dates of study in Australia

• claimed employment: copies of work statements and pay evidence such as pay slips, payroll printouts, invoices and bank statements to support any periods of claimed employment completed in Australia in the last three years. Work statements for employment must:

• be on letterhead used by your employer’s business
• state the occupation in which you were employed
• state the exact dates and hours of employment
• include a detailed description of the nature and content of the work undertaken, along with the machines, tools and/or equipment used
• be signed and dated by the employer or a person authorised by the employer, including

the name, position and telephone contact details of the person making the statement.

and/or

• vocational placements: copies of work statements and timesheets or log books to support any periods of claimed vocational placements completed in Australia in the last three years. Work statements for vocational placements must:

• be on letterhead used by the RTO
• confirm the vocational placement was undertaken as a requirement of a training course
• state the exact dates, hours and location of the vocational placement
• include a detailed description of the nature and content of the work undertaken along with the machines, tools and/or equipment used
• be signed and dated by an authorised person, including the name, position and

telephone contact details of the person making the statement

Please note, all pay evidence and/or time sheets/log book evidence submitted must total a minimum of 360 hours.

Your application documents can be emailed as a single PDF attachment to jrpdocuments@education.gov.au. If your documents are provided in any format other than a single PDF, they will not be processed and will be returned to you.

When emailing your application documents, please ensure they are scanned in the following order:

1. PSA Summary Page
2. Passport pages
3. Recent passport photo
4. Australian Qualification/s
5. Work Statement/s
6. Pay evidence

Alternatively, your documents can be posted to:

Trades Recognition Australia

GPO Box 3022

CANBERRA  ACT  2601

TRA will acknowledge receipt of your application documents.

PSA applications are generally processed within 30 working days of receipt of the application documents. Processing times may vary and are dependent on the volume of applications received as well as the complexity of the verification process.

To support a fair process, your application will be assessed in order of receipt and TRA will not consider any requests to expedite the processing of your application. You will receive a skills assessment outcome letter when your application has been assessed.

2.1.4.  Verification process (서류의 진위 확인과정)

TRA will verify employment and vocational placements by contacting the person who signed your work statement/s. This means TRA must be able to link the landline or mobile telephone number/s to the business or RTO. Once a link has been established, TRA will only attempt contact three times. If a link to the business or RTO cannot be established, the signatory will not be contacted.

If the signatory cannot be contacted or does not respond to call back requests from TRA, your work will not be able to be verified and your application will be unsuccessful.

2.1.5.  PSA successful outcome (문서검증과 신청자격조건을 모두 만족하면 임시 기술심사 통과됨)

Your application will be successful if TRA is able to verify your documents and you have satisfied the PSA eligibility requirements.

2.1.6.  PSA unsuccessful outcome (통과하지 못한 경우)

Your application will be unsuccessful if: (다음과 같은 경우 통과 못함)

• your application documents are not received by TRA within 30 working days of the date you applied online

• your documents are not relevant to your nominated occupation

• your documents contain insufficient detail to satisfy PSA eligibility requirements

• TRA cannot verify your qualification or work statement/s

• documents are found to contain false or misleading information

2.1.7.  Review of an unsuccessful PSA outcome (재심요청 가능)

If you receive an unsuccessful outcome, an Application for PSA Review form will be attached to your outcome letter. If you do not agree with the outcome, you can apply for a review within 30 working days from the date of the original assessment outcome letter. A review will only reconsider the documents you provided in your original application; no new evidence will be considered.

The PSA Review fee of $300 is payable through the online portal by selecting the PSA Review link. Your PSA review application will be assessed by a different TRA officer, and not by the officer who provided the original assessment outcome. You will be advised by letter of the outcome, and if the assessment is overturned, the review fee will be refunded.

Alternatively, you can submit a new application and new documents at any time.

To submit a new application you must register again for the JRP. You will receive a new username, password and TRA Reference number. There is no limit to the number of times you can apply for a PSA.

A Provisional Skills Assessment requires applicants to have a qualification relevant to an occupation assessed by TRA which has been awarded by an Australian CRICOS registered training organisation based on studies in Australia. Generally, the qualification will be at the Australian Qualifications Framework (AQF) Certificate III level.

Some occupations require a qualification different to that of an AQF Certificate III and the most common of these, and the required qualification level are listed below. If you have completed another qualification, or a combination of qualifications, you need to ensure you have completed all the units of competency in a relevant qualification at the level listed for your occupation.

More information on Australian training packages and qualifications can be found at www.training.gov.au

• have been nominated by an approved Australian employer in regional Australia within six months before you apply
• are under the age of 45 years at the time of application
• at time of application lodgement, have the required skills and qualifications for the position you have been nominated for – you must hold any mandatory registration, license or professional membership, or you must already be fully assessed as suitable by the relevant body
• at time of application lodgement, have appropriate English language skills
• meet health and character requirements
• meet the requirements of the stream in which you apply.

(이 경력 수준은  at the level of skill required for the occupation 라고 하여 해당 직업군을 위해서 요구하는 기술수준에 맞아야 한다는 점이 중요한 key point)

At the time of application the applicant must have been employed for at least 3 years in the occupation on a full time basis and at the level of skill required for the occupation for which they have been nominated.

The applicant must have worked full-time for at least 3 years before the date of application. Policy intends for the work experience to be recent (최근경력요구), however the period of work does not have to be continuous, or be immediately before the visa application was made. In order for the work to qualify as full-time, the applicant should have worked for at least 35 hours per week.

Clauses 187.234(b)(vii) and 187.234(c)(iii) refer. Applicants need to demonstrate that they have been employed at the level of skill required for the occupation. That is, the applicant must have been employed and actively performing the duties of the nominated occupation for a period of at least 3 years after obtaining any qualifications that would allow them to work without restriction in the occupation.

They must have been fully skilled to perform the duties specified for the occupation. Any periods of work performed in any occupational training capacity (for example, an apprentice, trainee or assistant) do not count towards the 3 year full-time work experience.

RSMS recognises that, in addition to full-time work, there now exists a range of variable employment arrangements. Citizens of numerous countries depend on multiple income earning strategies to make a living. In Australia, part-time work arrangements and variable working hours are increasingly common. This will impact on how work experience is calculated. If work experience is to be expressed in full-time terms, for part-time workers this can be calculated pro-rata. For example, if the requirement is for 3 years of relevant full-time work experience, if part-time work is at 50% of a full-time load, the applicant must be able to demonstrate they have worked in that occupation on a part-time basis for 6 years

1. 1. 32. Under Direction No.53, I must have regard to the applicant’s circumstances in her home country and her potential circumstances in Australia.
      33. In considering the applicant’s circumstances in her home country, I must have regard to whether the applicant has sound reasons for not undertaking the study in the Philippines, the applicant’s personal ties to the Philippines and whether this would serve as a significant incentive to return and whether there are significant incentives for the applicant not to return home, such as economic circumstances, military service commitments or political and civil unrest. (필리핀에서 공부하지 않은 이유가 타당한지 검토한다. 필리핀으로 돌아가면 아주 큰 도움이 되는지 아니면 돌아 갈 수 없는 상황인지도 검토)
      34. In considering the applicant’s circumstances in Australia, I must have regard to the following factors, which are relevant to her case: (호주내 상황도 검토)
          (1) whether the applicant has ties with Australia that would present a strong incentive for her to remain;

(2) evidence that the visa program is being used to circumvent the intentions of the program;

1. (3) whether the program is being used to maintain ongoing residence; and

(4) the applicant’s knowledge of living in Australia and her intended course of study.

35. Under Direction No.53, I must also have regard to the value of the proposed course to the applicant’s future. In particular, I must have regard to whether the course the applicant is undertaking is consistent with her current level of education and whether this course will assist her to obtain employment in the Philippines, the relevance of the course to the applicant’s past and future employment in the Philippines or another country and the remuneration the applicant could expect to receive in the Philippines compared with Australia using the qualifications gained.

36. Direction No.53 provides that I must have regard to the applicant’s immigration history, including previous visa applications for Australia or other countries, previous travel to Australia or other countries, including, relevant to the facts in this case, the amount of time the applicant has spent in Australia and whether the visa may be used for maintaining ongoing residence.

Those RSMS applications lodged from 13 March 2017 onwards do not have RCB certification as the WA government’s RCB declined to provide certification. These applications will be finalised and as they cannot be approved without RCB certification, will be offered the option to withdraw or be refused.

The MIA has received confirmation from the Department of changes to Partner (SC 309/100 & 820/801) and Prospective Marriage (SC 300) visa application arrangements mooted at the MIA National Conference.

On or after 18 November 2017 the following changes will occur to Partner and Prospective Marriage Visa (PMV) application arrangements: (2017

• Partner and PMV visas must be lodged online.

• Paper applications received after COB on 17 November 2017 at any office of the Department, Service Delivery Partner, overseas embassy or High Commission will be invalid.

The following policy will be applied to applications lodged before and after 18 November 2017 and not finally decided: (2017

• Undocumented or poorly documented applications lodged by RMAs, eg applicatons that only meet the basic Schedule 1 requirements for lodging a valid application, may be refused without notice and without requests for further information.(비자 신청서 서류가 철저하게 만족되지 않으면 추가 자료요청 없이 바로 비자 거절이 될 수 있음)
• Where natural justice letters have been sent to RMAs, no follow up or subsequent reminders will be sent.  The Department will decide the application on the information before it, unless an extension of time has been requested and granted.
• For applications lodged prior to 18 November 2017, the Department will provide only ONE opportunity to submit additional information and/or documents or respond to a natural justice letter.

These measures have been implemented by the Department because of the high level of incomplete and undocumented applications lodged and are aimed at freeing Departmental resources to address the second stage processing backlog.(이민성에서 이런 제도를 만든 이유는 부족한 서류 또는 완벽한 신청서가 아니어서 그로 인해 처리되어야 신청서가 산적해지기 때문)

The Department has also indicated that it will prioritise well documented and low risk applications in 2017 – 2018.  AAT applications will also be remitted to one central office to speed up processing.

Global visa and citizenship processing times will be updated monthly, providing you with an indicative timeframe for processing applications. Processing times are available for the majority of visa subclasses and citizenship products, but will exclude a few subclasses such as those closed to new entrants, capped and queued, or which have a low volume of applications. Two processing times are displayed in calendar days, indicating how long it is taking to finalise 75 and 90 per cent of applications submitted globally.

Processing times are impacted each month by changes in application volumes, seasonal peaks, complex cases, and incomplete applications. Processing times include applications lodged online and by paper. Where available, you should lodge your application online as it helps streamline processing arrangements.

Visa application processing times

Last updated: 16 November 2017 (for month ending 31 October 2017)

Citizenship application processing times

Last updated: 16 November 2017 (for month ending 31 October 2017)

**A small proportion of applicants for Australian citizenship by conferral are not required to attend a ceremony. For Descent and Evidence applications, allow an additional 10 days for printing and postage of your certificate. If you applied from outside Australia, postage will take longer.

Circumstances that affect processing times

We assess applications on a case-by-case basis, and actual processing times can vary due to individual circumstances including:

https://www.tafeinternational.wa.edu.au/your-study-options/study-at-school/school-tuition-fees

https://www.education.act.gov.au/school_education/international_students/fees-and-charges
