2020-2021년 연방정부 회계연도를 위한 예산안 발표이후 이민관련 프로그램 요약

Federal Budget 2020-21

아래 2020-21 연방정부 예산안 발표는 이민성 및 이민프로그램 관련된 것중에 관심있는 것만 추린 내용.

2019-2020년 회계연도는 154,000 보다 적은 이민프로그램이 할당되었지만 2023-2024 년 회계연도까지 201,000 건으로 증가될 전망.

Migration Program levels
2020-21 회계연도를 위해서 현재 이민프로그램 할당된 계획 수준은 160,000 건입니다. 그러나 분포도를 고려할 때 금년에만 이 프로그램중에 가족이민프로그램이 47,732건에서 77,300 건으로 증가될 것으로 되어 있음.

고용주스폰서쉽, Global Talent (GTI 포함), 사업혁신 및 투자프로그램 비자들은 기술분야프로그램에서 우선순위가 할당될 것임

신청인을 스폰하는 스폰서가 지명된 지방에 거주를 하는  호주안에서 (on-shore) 신청하는 비자 신청인 그리고 파트너비자 신청인들은 금년 회계연도에 우선순위가 주어짐.

비자 신청비 반환 또는 면제 대상

코로나바이러스 때문에 비자를 받고도 입국을 못하는 경우 신청비 반환 또는 면제를 받고 비자를 다시 신청할 수 있는 경우

Prospective marriage visa (PMV) holders will be able to access a VAC refund (this is in line with information that the Department is not extending the entry date for PMV holders and moving to cancel the visas of those offshore)

Pacific Labour Scheme and Seasonal Worker Programme visa holders will be able to access a VAC refund.

Temporary skilled workers and visitor visa holders will be eligible to have the VAC for a subsequent visa application waived, to allow them to return to Australia once travel restrictions are lifted. (여행 제한이 풀리고 호주입국 허용될 때 비자신청시 신청비 면제 받을 수 있음)

Working holiday makers will be eligible to have the VAC for a subsequent visa application waived, to allow them to return to Australia once travel restrictions are lifted or otherwise be able to access a VAC refund. (여행 제한이 풀리고 호주입국 허용될 때 비자신청시 신청비 면제 받거나 또는 그렇지 않으면 반환 받을 수 있음)

VAC refunds and waivers will be available to current visa holders who are unable to travel until the border reopens. (조건: 비자 반환 및 면제는 국경이 다시 열리기 전까지 여행할 수 없는 현비자소지자에 유용함에 유의)

Permanent migration
New Zealand Pathway to permanent residency – the income eligibility requirement for the New Zealand stream of the Skilled Independent (subclass 189) visa. Eligibility for the Pathway will be extended to Special Category (subclass 444) visa holders who have a taxable income at or above the Temporary Skilled Migrant Income Threshold for at least three of the last five income years, including the most recent year. Business, Investment and Innovation Program
The Government will introduce changes to improve the quality of investments and applicants. (사업, 투자 및 혁신 프로그램의 변경 예고)

The program will focus on higher value investors, business owners and entrepreneurs and improve the economic outcomes of the BIIP.

Visa application charges for BIIP visas will also be increased by an additional 11.3% (above regular CPI indexation) on 1 July 2021. (2021년 7월 1일 비자 신청비가 11.3% 인상 예고)

Places in this program will be increased to 13,500.

Global Talent Independent program (GTI 프로그램)
Places in the GTI program will be tripled to 15,000. (작년대비 3배 증가)

코비드-19으로 인해 떨어진 경제를 살리기 위해서 연방정부 차원에서 경제살리기 전담팀이 만들어질 것임. 그런 의미에서 GTI 프로그램도 3배로 늘ㅇ러난 15,000 건으로 증가됨.

Family stream program and visas
파트너비자 – 신원조회 및 개인 정보 공유 그리고 강제적 스폰서쉽 의무조항이 요구되는 가족스폰서쉽 의무 조항을 만들 계획임.

전체 가족이민프포그램 77,300 중에서 72,300 이 파트너 신청인에게 할당될 만큼 파트너 비자 신청자에 초점을 둘 전망

그리고 호주에 잘 적응하라는 측면에서 향후 파트너 비자 신청인 (applicant) 그리고 스폰서 (sponsor)에 대해 영어성적 요구조건이 적용될 것이라고 발표됨. 따라서 파트너 비자 (820, 301)를 신청하실 분들은 이 법이 발표되어 적용전에 신청하는 것이 좋을 것으로 예상됨.

Adult Migrant English Program (AMEP)

8월 28일부터 무료 성인 이민자 영어 프로그램은 이미 없어짐.

여기까지 어제 (2020년 10월 6일) 연방정부 예산 발표로 인해 주요하게 변경된 내용입니다.

언급이 따로 안된 기술이민프로그램은 작년대비 비슷하다고 보면 될 것 같습니다. (Quota 포함)

주정부에서 각각 연방정부에서 quota를 할당 받으면 자체적으로 따로 공지를 할 것으로 보여집니다. 후다닥 토끼처럼 발 빠르게 대처하는 주가 있는 반면 거북이처럼 꼼꼼하게 대처하는 주가 있으니 이 또한 참고하세요.
