NSW 주에서 지방 정부 중에서 Orana (오라나) 지역에 DAMA 프로그램이 처음으로 발표되어 있습니다.

DAMA 프로그램은 제가 누누이 말씀드리지만 TSS 비자의 일부로서

1. 해당 DAMA 프로그램에 포함된 직업군으로 경력이 있어야 하고
2. 해당 직업군으로 고용이 되어야 하며
3. 최소한 영어 성적이 있어야 합니다.

오라나 지역 Orana area에서 기술부족직업군은 아래와 같음.

특징을 보시면 아래 3가지 항목에 직업군별 유무가 기록되어 있습니다.

• 기술/경력요구조건에 concession 이 유무
• TSMIT concession 이 가능 유무
• 영어 concession 이 가능 유무

예를 들어 Civil Engineer 같은 경우 특별한 concession 이 적용되지 않습니다. 이 뜻은 일반 TSS 비자 조건처럼 3가지 항목을 만족해야 된다는 뜻이며 Plumber 같은 경우는 영어성적이 부족하더라도 신청이 자격조건을 만족할 수 있음을 그리고 Mixed Crop and Livestock Farm Worker 의 직업군의 경우는 3가지 영역 모두 concession 이 제공되지만 ENS 영주비자로 신청은 불가함을 의미합니다. 따라서 직업군에 따라 서로 다른 concession 을 적용하고 TSS비자에서 ENS로 옮겨 갈 수 있는지 여부도 다르게 적용하고 있음을 볼 수 있겠습니다.  

Skill Concession은?

Qualifications and experience concessions under the Orana region DAMA

오나라 DAMA 프로그램의 경우 Level 1-3 Occupations 직업군의 경우 전혀 기술과 경력에 대한 concession이 없다. Level 4와 Level 5의 직업군의 경우 아래의 최소 조건을 만족해야 함.

• A Skills Assessment from the relevant Authority, (기술심사) 그리고 아래 경력 만족해야 함
• A relevant Australian Qualifications Framework (AQF) Certificate II or equivalent and at least 1.5 years (20 hours per week) relevant post-qualification experience, 또는;
• A relevant AQF Certificate III and at least 1 year (20 hours per week) relevant post qualification experience; 또는
• at least 2 years (38 hours per week) relevant experience. (관련 학위없이 순수 경력 최소 2년)

The occupations listed in the table below must comply with the following requirements as a minimum

• A Skills Assessment from the relevant Authority, (기술심사) 그리고 아래 경력 만족해야 함
• A relevant AQF Certificate III and at least 2 years (38 hours per week) relevant post qualification experience. (Cert III 학위 이수후 최소 경력 2년)

The occupations listed in the table below must comply with the following requirements as a minimum

• be assessed and verified by a MINTRAC registered assessor or otherwise approved by the Commonwealth, to have a minimum skill level commensurate with the MINTRAC referenced AQF Certificate III in meat processing, (학위 그리고 학위 이수후 경력 최소 2년)
• At least 2 years post qualification experience

The occupations listed in the table below must comply with the following requirements as a minimum

• A Skills Assessment from the relevant Authority, (기술심사) 그리고 아래 경력 만족해야 함

• At least 2 years of full-time post-qualification experience (학위 이수후 최소 경력 2년)

여기까지는 학위와 경력에 대한 concession 이었습니다.

다음은 오라나 다마프로그램 하에 Temporary Skilled Migration Income Threshold (TSMIT) concession 의 내용입니다.

현재 TSMIT는 $53,900 이며 연금 불포함.

When calculating whether the salary paid by an employer meets the TSMIT, annual earnings may consist of the base salary plus guaranteed earnings such as housing, company car and guaranteed overtime where this is the industry standard. If an employer intends including these guaranteed earnings to meet TSMIT requirements, they must be valued and written into the agreed employment contract.

Use of concessions must not undermine relevant industrial awards nor market salary rates for an equivalent Australian employee in the same location.

There are two TSMIT concessions available under the Orana DAMA (2가지 TSMIT concession 가능함)

Concession Type 1

Businesses must demonstrate that annual monetary earnings will be at least 90% of TSMIT whilst also meeting Award requirements and Annual Market Salary Rate expectations for the specific occupation and location.

Concession Type 2

Businesses must demonstrate that monetary earnings will be at least 90% of TSMIT and non-monetary earnings (food and board) must not be more than 10% of TSMIT, with the total package being at least equal to the TSMIT.

There are very specific rules as to what constitutes eligible non-monetary earnings:

• The benefits must relate to the actual living costs of the employee, and they would have genuinely been paid by the employee had the employer not paid them
• The benefit must be measurable (and able to be documented/verified)
• The benefit must be guaranteed in the employment contract and must be consistent with that of other, similar employees
• The benefit excludes non-guaranteed overtime, bonuses and commissions.

As per Concession Type 1, total earnings must also at least meet award requirements and Annual Market Salary Rate expectations for the specific occupation and location.

오라나 다마 프로그램하에 영어 concession

If the nominee is applying for a TSS visa, the average International English Language Testing System (IELTS) score required is 5.0 with no component being less than 4.0 (or the equivalent grading of one of the other English tests). If professional registration for the nominated occupation requires a higher level, then this is the overriding requirement. (TSS 비자의 경우 IELTS 4가지 시험점수가 4.0 또는 그 이하가 아닌 Overall 5.0)

If the nominee is applying for an ENS visa, the average IELTS score required is 5.0, with no component being less than 4.5 (or the equivalent grading of one of the other English tests). If professional registration for the nominated occupation requires a higher level, then this is the overriding requirement. (ENS비자를 위해선 IELTS 4가지 시험 점수가 4.5 보다 낮지 않은 Overall 5.0)

여기까지 오라나 다마프로그램을 정리해 봤습니다만

만약에 신청인

영어 성적도 IELTS 6.0 을 받을 수 있고

다른 지역에서 취업을 할 수 있다면

전 이 프로그램을 고려할 이유가 적거나 없다고 봅니다.

급여도 적게 받게 될 가능성이 있고

지방에서 취업을 해야 하는데

지방 아니거나 다마프로그램 지역이 아니더라도 취업을 할 수 있다면 그곳에서 TSS 비자를 놓고 볼 때 그곳이 better off가 되기 때문입니다.
