Coronavirus and Temporary Visa holders (임시비자소지자들)

The Government is making a number of changes to temporary visa holder arrangements during the coronavirus crisis in order to protect the health and livelihoods of Australians, support critical industries, and assist with the rapid recovery post the virus. (코로나바이러스로 인해 임시비자소지자를 위한 몇가지 변화를 하게됨)

There are 2.17 million people presently in Australia on a temporary visa. (호주내 현 임시비자수: 2백만 17만명)

All were welcomed to Australia on a temporary basis for different reasons including to fill skills shortages; to study as full fee-paying international students; to visit family and friends; or to work and holiday. (다양한 이유로 호주에 온 이분들 모두 환영함)

They are an important part of our economy and society. For example, there are over 8,000 skilled medical professionals on temporary visas supporting our health system right now. (호주 경제&사회에 중요한 역할함을 인식함; 특히 현재 호주헬스시스템을 지원하는 의료분야종사자 8천명+)

While citizens, permanent residents and many New Zealanders have access to unconditional work rights and government payments (including the new JobKeeper and JobSeeker payments), temporary visa holders do not. (호주시민권자, 영주권자 그리고 자격있는 NZ는 무제한 일할 권한 정부 수당을 받지만 (불행히도) 임시비자소지자는 현재까지 전혀 못 받음)

There has always been an expectation that temporary visa holders are able to support themselves while in Australia.  The changes announced today will help facilitate this for those who may be stood down or lose work hours as a result of the coronavirus. (정부는 비자신청시 임시비자소지자는 스스로 호주에서 생활을 할 수 있음을 예상함; 오늘 발표되는 이 변경은 CV로 인하여 일을 못하게 되거나 또는 직장을 잃은 사람을 위해서 도움을 줄 것임)

In line with changes being made for Australian citizens and permanent residents, most temporary visa holders with work rights will now be able to access their Australian superannuation to help support themselves during this crisis.  (호주인을 위해서 만들어진 변경과 더불어 일할 권한을 갖고 있는 대부분 임시비자 소지자들도 이 재난동안 스스로 지원하는데 도움을 주기 위하여 호주연금을 지금 받을 수 있게 될 것임)

Temporary visa holders who are unable to support themselves under these arrangements over the next six months are strongly encouraged to return home. For these individuals it’s time to go home, and they should make arrangements as quickly as possible. (향후 6개월동안 이런 대비 하에 스스로 살아 남지 못하는 임시비자소지자들은 본국으로 돌아갈 것을 강력히 권장함. 이와 같은 외국인들은 본국으로 돌아갈 때 임 그리고 가능한 빠르게 돌아갈 수 있도록 대비를 해야 할 것임)

Changes are also geared toward enabling temporary visa holders to remain in key industries, such as health, aged and disability care, agriculture and food processing. (이번 변경 또한 임시비자소지자들도 중요한 산업계 예를들어, 건강, 노인복지, 장애인 복지, 농촌 그리고 음식 처리 분야에는 남아 있을 수 있도록 함)

Importantly, they can help boost front line health numbers, get food from farms to our shops and ensure critical services continue. (한마디로, 최전방 의료계 종사자수를 늘리고, 농장물수거를 도와 가게에 보내지고 그리고 중요한 서비스가 지속될 수 있도록 할 것임)

Temporary visa holders are extremely valuable to the Australian economy and way of life, but the reality is that many Australians will find themselves out of work due to the dual health and economic crisis we’re currently facing, and these Australians and permanent residents must be the Government’s number one focus. (임시비자소지자들은 호주 경제, 호주 삶에 아주 중요한 가치를 함 그러나 현실은 많은 호주인들이 호주에서 겪고 있는 양대 보건재난과 경제재난으로 인해 직장을 찾고 있고 호주인(영주권자포함)들이 정부의 제일 먼저 촛점을 둬야만 합니다)

Visa changes (변경)

The following new measures will apply to the major classes of temporary visa holders. The situation will be reviewed periodically and further changes made if required. (아래 새로운 기준은 다수의 임시비자소지자에게 적용됨. 주기적으로 검토될 것이며 더 변경되는 것은 필요에 따라 만들어질 것임)

Visitor visa holders (관광비자 소지자, ETA & subclass 600 비자 소지자)

There are 203,000 international visitors in Australia, typically on a visa lasting three months or less. (3개월 미만 203,000 현재 호주내 거주중)

International tourists should return to their home country as quickly as possible, particularly those without family support. (외국인 관광객들은 가능한 빨리 본국으로 돌아가기 바람, 특히 가족의 지원이 없는 분들)

Thousands are already doing this and others should follow their lead. (수천명이 이미 떠났고 다른 사람들도 곧 따를 것임)

International students (외국인 학생비자 subclass 500)

There are 565,000 international students in Australia, mainly studying in the higher education or vocational education sector. They are an important contributor to our tertiary sector and economy, supporting 240,000 Australian jobs. (호주내 56만 5천명이 있고 주로 대학 / TAFE에서 공부중, 24만명이라는 대학/TAFE분야와 경제분야에 호주인 고용창출을 지원할 정도로 중요한 역할을 하고 있음)

Students are encouraged to rely on family support, part-time work where available and their own savings to sustain themselves in Australia.  As part of their visa application, international students have had to demonstrate that they can support themselves completely in their first year. (학생들은 가족의 지원, 일이 가능한 파타임 그리고 호주에서 스스로 살아 남을 수 있는 자신의 개인 자금에 의존해야 함)

Students who have been here longer than 12 months who find themselves in financial hardship will be able to access their Australian superannuation.(호주에서 12개월 이상 있었고 재정적 어려움을 겪고 있는 학생들은 학생들의 호주 연금,Superannuation을 사용할 수 있게 될 것임)

The Government will undertake further engagement with the international education sector who already provide some financial support for international students facing hardship. For example, we understand there are some education providers that are providing fee discounts to international students. (정부는 학교와 기밀이 더 이야기를 할 것임, 이미 학생들에게 수업료 DC를 해 주고 있음)

The Government will also be flexible in cases where Coronavirus has prevented international students meeting their visa conditions (such as not being able attend classes). (학생들의 비자 컨디션을 완화해 줄 것임)

International students are able to work up to 40 hours per fortnight. (외국인학생은 2주당 40시간 일하는 조건이 있음)

International students working in aged care and as nurses have had these hours extended to support these critical sectors. (노인복지 그리고 간호사로서 일하는 외국인 학생들은 이미 이런 중요한 분야들을 지원하라고 학생들의 일하는 시간을 확장시켜 줌)

International students working in the major supermarkets had also had these hours extended to help get stock on shelves during the high demand. From 1 May, their hours will return to the maximum 40 hours a fortnight as more Australians are being recruited into these roles. (마트에서 일하는 외국인학생들도 또한 일하는 시간을 확장해 줌. 5월 1일부터 그러나 호주인들이 이 분야에 더 취업이 되도록 하기 위해서 최대 2주에 40시간으로 돌아 갈 것임)

New Zealanders on 444 visas (444비자를 소지한 NZ출신자들)

New Zealanders and Australians have reciprocal arrangements whereby we can each stay and work in each other’s country. There are more than 672,000 New Zealanders in Australia on a subclass 444 visa. (현재 444비자를 소지한 NZ수: 672천명)

New Zealanders who are on 444 visas and arrived before 26 February 2001 will have access to welfare payments and the JobKeeper payment.

444 visa holders who arrived after 2001 have access to the JobKeeper payment. They do not have access to JobSeeker or other welfare payments. (2001년 이후에 호주에 들어온 444 비자 소지자들은 ‘JobKeeper’수당을 받을 수 있음. JobSeeker 또는 다른 복지 수당은 받지 못함)

New Zealanders should consider returning to New Zealand if they are unable to support themselves through these provisions, work or family support. (이 법안이 있는 동안, 일 또는 가족의 지원으로 스스로 살수 없다면 NZ출신자들은 뉴질랜드로 돌아가는 것을 고려해야 함)

Temporary Skilled visa holders (임시 기술비자소지자들, subclass 482, 457, 485)

There are around 139,000 temporary skilled visa holders, on either a 2 year or 4 year visa.  They were provided the visa to fill a skills shortage – a shortage that may still be present when the crisis has passed. (2년 또는 4년 비자소지를 한 임시비자 소지자수: 13만9천명. 이들은 호주내 기술부족을 채워주기 위한 비자로서 제공됨. – 이 재난이 지난 후에 다시 부족현상일 있을 수 있음)

Consequently, those visa holders who have been stood down, but not laid off, will maintain their visa validity and businesses will have the opportunity to extend their visa as per normal arrangements.  Businesses will also be able to reduce the hours of the visa holder without the person being in breach of their visa condition. (결과적으로 일을 할 수 없게 되거나 직장을 잃은 이 유형의 비자소지자들은 비자유효성을 유지하면서 정상적 준비를 통해 고용주는 노동자의 비자를 확장할 기회를 가질 수 있음. 고용주는 또한 외노자의 비자조건을 위반하지 않으면 외노자의 일하는 시간을 줄일 수 있을 것임)

These visa holders will also be able to access up to $10,000 of their superannuation this financial year. (이에 해당하는 비자소지자들은 자신이 누적한 연금의 최고 만불까지 이번회계년도에 이용할 수 있을 것임)

Those visa holders who have been laid off due to coronavirus should leave the country in line with existing visa conditions if they are unable to secure a new sponsor.  However, should a 4-year visa holder be re-employed after the coronavirus pandemic, their time already spent in Australia will count towards their permanent residency skilled work experience requirements. (코로나바이러스로 인해 직장에서 해고된 비자소지자들은 새로운 스폰서를 확보할 수 없다면 기존의 비자조건에 따라 호주를 떠나야 할 것임. 그러나 4년 비자 소지자는 코로나바이러스 펜데믹이후 재고용이 있다면 이미 호주에서 보낸 시간은 영주비자 경력에 인정될 것임)

Working holiday makers supporting critical sectors (워킹할러데이비자 subclass 417 소지자)

There are about 118,000 people in Australia on a Working Holiday visa (or backpacker visa) – a visa which provides conditional work rights. (현재 11만 8천명이 호주에 있음)

To support the critical sectors of heath, aged and disability care, agriculture and food processing, and childcare, some limited flexibility will be provided. (중요한 분야인 의료, 노인복지, 장애복지, 농업계 그리고 음식가공분야, 어린이보호등 지원하기 위해, 한정된 유연성을 제공될 것임)

In particular, working holiday makers who are working in these critical sectors will be exempt from the six month work limitation with the one employer and eligible for a further visa to keep working in these critical sectors if their current visa is due to expire in the next six months. (아주 중요한 분야에서 일하는 WHM들은 한 고용주하에 6개월 근무제한을 면해줄 것이며 다음 6개월 내 현 비자가 만기될 경우 이 중요한 분야에서 일 할 수 있도록 비자 연장이 가능하도록 할 것임)

In general, working holiday makers that do not have the confidence to sustain themselves over the next six months should make arrangements to leave the country. (한마디로 향후 6개월동안 스스로 호주에서 생활 할 수 없다면 호주를 떠나는 준비를 해야 할 것임)

There are another 185,000 other temporary visa holders in Australia, about half of them temporary graduate visa holders. They will also be able to access their Australian superannuation if needed for support. (호주내 18만 5천명의 다른 임시비자 소지자가 있음 이중에 약 반이 임시졸업생비자소지자 subclass 485임. 이들은 자금이 필요하다면 이비자소지자의 호주연금을 사용할 수 있게 될 것임)

Further announcements will be made with the Deputy Prime Minister and Agriculture Minister in relation to supporting the agricultural sector, including the operation of the Seasonal Worker Program and Pacific Labour Scheme. (더 많은  발표는 부총리와 농림부 장관에 의해 만들어 질 것임, 계절 노동자 프로그램 퍼시픽 노동제도의 운영을 포함하여 농업부문과 관련하여.
